Why can't I change tax on this order any more?
Short answer
The charge-or-exempt choice locks when the sale becomes a placed Shopify order.
Set and check that tax treatment while the record is still a Shopify draft, before placing it or collecting payment. Force Edit does not reopen the tax choice on a placed order.
