Why can I lower a discount but not raise it?
Short answer
Reducing or removing an existing discount is allowed without price-override permission, but increasing it requires Override prices and give discounts.
Changing its type or reason also needs that permission. Ask someone with the required access to approve and apply a larger discount or a different discount type.
