Short answer

A template's Manual review requirement or a custom POS sale can send a record to Pending Review.

The list calls it Pending Quote or Pending Order according to its type. Also check Requires review and the shop's approval rules, which can hold signed pay-later quotes for review and return corrected records to the queue.
